Third, ban construction within the high-energy kinetic zone of Himalayan riverbeds entirely. Stop rebuilding suspension bridges and concrete foundations in the exact same scour paths year after year. Resilience is not rebuilding faster; it is refusing to put permanent structures in paths of predictable annihilation.
